prevention is better than cure

Hi all,

I need information on how to start a thal association in nagpur(india) or awareness in people about thal as my research 95 % peoples dont no about what is an thalassemia in urban as well as rural areas.And rest of  4% out of  5% cant afford  a treatment .I want to start a new one and do some real good work for the thals here. So atleast they will be cant affected to this killing disease. Can Thalpal folks give me info on how to go about? shall i  need some  govt registration or anything else ? I would be really thankful to all .
